Message	He failed to take the difference in altitude into account to make up for being 1000 feet higher than the plane was set to. He did everything right except for that. They called it pilot error because he didn't do the conversion. They're now looking to have this "conversion" as they call it, done by the controllers and not leave it up to the pilots. I'll have to find the article I read to be more acurate.
